罗维存先生,笔名罗飞,号耕云、雁鸣斋主,号古稀雁翁,毕业于中国书画函授大学。国家一级美术师、号称北雁王。现任央广文旅国际合作发展中心副理事长、亚洲国际青年电影节评审团主席、辽宁美术家协会会员、沈阳市美术家协会会员、亚洲书法家联合会理事,中国世纪大采风书画院副院长、中国国画院副院长、中国书画收藏研究院理事。中国文学艺术工作者联合会副主席。

罗先生多次被邀请赴美国、巴西、俄罗斯、新加坡、韩国、日本和港台地区画展,获“世界美术大奖勋章”及“二十世纪中日书画名匠勋章”“中华人民共和国国宾礼特供艺术家”等荣誉。2008年其五十米长卷作品《鸿雁》入选国宝档案存档。

2008年6月在辽宁凤凰饭店举办个人画展。2008只栩栩如生的鸿雁50米长卷献礼北京奥运引起轰动、影响深远,得到国内外书画界同行和专家的赞赏,好评如潮。“荣宝斋(沈阳店)文物鉴定专家组组长,北京三希堂国际拍卖有限公司高级鉴定顾问、书法大师、书画鉴赏家王梦赓老先生为“北雁王”罗维存2008年创作的2008只鸿雁50米长卷,题跋鉴定为国宝级传世珍品。中国国家博物馆颁发捐赠证书,证书这么写道“您捐赠的罗维存题创50米鸿雁长卷及大型画册等共计3件实物已被我馆收藏。特颁此证!”

2020年8月27日。中宣部中央电视台为其颁发“时代楷模·笔尖下的中国”奖杯。2024年当8月被特聘为《美丽中国》栏目组特邀导师。凤凰网、中国财富头条网、中华网、腾讯网等多家网站给予报道后,国内外诸多博物馆、美术馆及比利时、瑞典、法兰西、英国等皇家画院关注珍藏。
加拿大华人艺术研究院为其颁发“世界华人资深美术家”荣誉称号。作品鸿雁图《一顺百顺》在美国长岛大学展出,被永久珍藏。书法《龙》字参加世界华人榜书大赛获“金龙”奖。人民日报海外版中华艺苑名家专栏颁发“中华艺苑名家”荣誉证书。

Mr. Luo Weicun, pen name Luo Fei, with the alias Gengyun and Yanmingshaizhu, and titled "The Venerable Goose of Ancient Times," graduated from the China Correspondence University of Painting and Calligraphy.
He is a national first-level artist, known as the "Northern Goose King."
He is currently the Deputy Director of the China Radio and Culture Tourism International Cooperation Development Center, Chair of the Jury for the Asia International Youth Film Festival, a member of the Liaoning Artists Association and the Shenyang Artists Association, a director of the Asia Calligraphers Association, Vice President of the China Century Great Cultural Tour Painting and Calligraphy Institute, Vice President of the China National Painting Academy, and a director of the Chinese Painting and Calligraphy Collection Research Institute.
He also serves as the Vice Chairman of the Chinese Federation of Literary and Art Workers.
Mr. Luo has been invited multiple times to art exhibitions in the United States, Brazil, Russia, Singapore, South Korea, Japan, and regions such as Hong Kong and Taiwan, receiving honors like the "World Art Award Medal," the "20th Century Chinese-Japanese Painting and Calligraphy Master Medal," and the title of "Special Artist for State Guest Gifts of the People’s Republic of China."
In 2008, his 50-meter-long scroll painting Hongyan (Wild Goose) was selected for archival in the National Treasure Records. His representative work The Collection of Wild Geese was selected for inclusion in The Flourishing Collection: International Master Luo Weicun, published by China Culture Press. The commercial publisher Xingkong Haohan published Ink Painting Ties Across the Straits: The Painting and Calligraphy Collection of Luo Weicun and Ma Ying-jeou, Ambassadors of Cross-Strait Cultural Exchange.

The Editorial Committee for Long March Red Culture Research published Commemorating the 90th Anniversary of the Long March: Red Culture Role Model Luo Weicun of the Republic. The World Culture and Art Publishing House published 100th Anniversary of the Founding of Whampoa Military Academy: One of the Five Chinese-Russian Masters of Painting and Calligraphy, Luo Weicun, and awarded him the Russian Five Tigers Medal!
In June 2008, he held a solo exhibition at the Phoenix Hotel in Liaoning. His 50-meter scroll with 2008 vivid wild geese, presented as a tribute to the Beijing Olympics, created a sensation, leaving a lasting impact, and received widespread acclaim from painting and calligraphy peers and experts both domestically and internationally.
Wang Menggeng, head of the Rongbaozhai (Shenyang branch) cultural relics appraisal expert team, senior appraisal consultant for Beijing Sanxitang International Auction Co., and master of calligraphy and painting appreciation, inscribed and appraised the 50-meter-long scroll of 2008 geese created by "Northern Goose King" Luo Weicun in 2008 as a national treasure-level masterpiece. The National Museum of China issued a donation certificate, stating: "The three items, including the 50-meter wild goose scroll created and inscribed by Luo Weicun and the large painting album, donated by you, have been collected by our museum. We hereby issue this certificate!"
On August 27, 2020, the Central Publicity Department and CCTV awarded him the "Model of the Times: China Under the Pen" trophy.
In August 2024, he was specially appointed as a guest mentor for the Beautiful China program.
After reports from multiple sites, including Phoenix News, China Wealth Headline, China.com, and Tencent, numerous museums, art galleries, and royal academies from Belgium, Sweden, France, and the UK have taken an interest in and collected his works.

The Chinese Art Research Institute in Canada awarded him the honorary title of "Senior Chinese Artist of the World."
His work A Hundred Blessings was exhibited at Long Island University in the United States and was permanently collected. His calligraphy piece Dragon won the "Golden Dragon" award at the World Chinese List Calligraphy Competition.
The People's Daily Overseas Edition's Chinese Art Garden Masters Column awarded him the honorary certificate of "Master of the Chinese Art Garden."
Mr. Luo Weicun and his works Hundred Wild Geese, Good News from Heaven, and Flying Goose Spreads Joy were awarded the Lifetime Gold Award by the Chinese Painting and Calligraphy Collection Research Institute.

His works have been appraised and evaluated by experts such as Xu Bangda, Qi Gong, Shen Peng, and Jin Shangyi, and were approved for display and trading in the Chinese art investment and trading market. His wild goose works received high praise from international painting and calligraphy master Fan Zeng and world-renowned painting and calligraphy artist Chen Qixuan.
Renowned art critic Professor Shi Feng praised Mr. Luo's goose paintings, saying they demonstrate the skill, artistry, and spirit of a master painter, leaving a lasting impression.
